Пільгова іпотека для переселенців – як отримати житло?

Пільгові іпотеки для внутрішньо переміщених осіб (ВПО) існували в Україні та до кінця лютого цього року, але з початком повномасштабної агресії програму було тимчасово припинено. На початку серпня Міністерство з питань реінтеграції окупованих територій оголосило про поновлення кредитування. Як отримати кредит на пільгових умовах для покупки житла – коротка інструкція для внутрішньо переміщених осіб.

Умови надання кредитів

Кабінет міністрів України затвердив у серпні 2022 року зміни до Порядку надання іпотечних кредитів для ВПО на пільгових умовах. Фінансування житлової програми відбувається за рахунок коштів гранту, наданих Kreditanstalt für Wiederaufbau KfW (Німеччина).

Відповідно до нових умов після перевірки документів та проходження конкурсу:

  • учасник програми отримує можливість взяти іпотечний кредит на об’єкт, який був реконструйований не більше як тридцять п’ять років тому;
  • житловий об’єкт може перебувати в іншому районі чи області України, ніж та, що була зазначена у кредитній заяві – жодних обмежень на позичальника програма не накладає;
  • максимальний термін повернення кредитних коштів становить тридцять років;
  • нормативний показник житлової площі на одну особу – п’ятдесят два з половиною квадратних метри.

Через складну соціально-економічну ситуацію та введене воєнного стану в Україні програма передбачає в екстреній ситуації можливість реструктуризації заборгованості за іпотечною позикою. Зробити це ВПО може шляхом отримання відстрочки, пільгового періоду, протягом якого виплата відсотків та основного тіла тимчасово припиняється, або збільшення періоду кредитування. У останньому випадку термін повернення кредиту може бути продовжений лише на п’ять років чи шістдесят місяців.

Пошкодження чи знищення – що робити власнику іпотечного житла

Якщо внутрішньо переселена особа отримала житло за пільговою програмою, але воно було пошкоджено або знищено внаслідок бойових дій з кінця лютого 2022 року, може бути оформлено кредитні канікули. Протягом цього терміну позичальник звільняється від виплати процентних платежів та основного тіла позики. Для оформлення кредитних канікул ВПО має надати інформацію про завдану шкоду до Реєстру пошкодженого та знищеного майна. Якщо об’єкт був повністю знищений, період кредитних канікул буде продовжено до моменту отримання позичальником повної грошової компенсації.
